Abstract
Local fishermen realized the collapse of River Barb was due to their destructive fishing behavior such as tuba, cyanide, blast and electro-fishing. A volunteer of 30 fishers took initiative to stop all the destructive activities and declared a 200 m of river body forbidden from any extractive activities. For a period of more than 2 years (2016-2017), they fed the river with rice leftover from the households. Fish population is now recovering back and this gradually attract local tourism. This study aimed to empower the group, Fajar Bengawan, to develop tourism service while conserving the river and used it as learning site for other groups in the region. Four Gazebos, visitor information service, kitchen set and facilities for night fishing were delivered to the group, as well as short training to improve their capacity in eco-tourism management. Four tourism attractions have been established by early 2019: fish feeding in nature, river adventure, meeting outbond, and night-pole fishing. On average, the group earned IDR. 81,000,000±5,000,000 month-1 (equal to $ 5,343351 month-1) from visitors. With tourism branding of Omah Iwak Badher Bang, literally means fish apartment of River Bard (www.google.co.id), the destination is getting open to public. Government of East Java awarded first medal to the group as conservation frontliner. The conservation success is to be outreached to other 397 similar groups in East Java through fisheries community meeting called “cangkru-an”.

This article describes about the community service program which had been carried out in the sub-district area of Ampelgading with the number of population approximately 53,000 of dairy goats. The goat in the area is Etawa role, which is come from Indian Jamnapari goat crossing with Indonesian local goat. One of the animal husbandry namely Subur Makmur has had approximately 600 dairy goats, which needs about 200kgs a day for feeding. Currently, the food is prepared manually. It needs a large amount of energy due to the long duration of the process. The manual process was found to increase the possibility of man injured during the heavy mixing process. Ergonomics along with the socio-cultural approach are combined to modify the design of 200kgs animal feeding machine in order to supply the food for the husbandry. The machine is designed dan built to reduce the fatigue of the operator and increase the efficiency of the machine at the same time. A diesel engine with high efficiency is used to reduce fuel consumption and produces more environmentally friendly exhaust gas that not harm the environment. The machine is expected to be able to provide the right solution.

households inter-temporal consumption decisions. Further, financial inclusion is closely related to fintech. On the one hand, fintech helps overcome the financial inclusion problem because fintech manages to reach those who were previously inaccessible by banks. On the other hand, fintech will change the payment system structure in an economy that will eventually affect the effectiveness of monetary policy. Using the Vector Error Correction Model (VECM) with the observation period of 2009.Q1-2018.Q1, this study aims to analyze the effects of financial inclusion and fintech on inflation as a proxy for the effectiveness of monetary policy in Indonesia within the framework of the transmission mechanism of interest-based monetary policy through both the cost of capital effect and the substitution effect. The results demonstrate that the level of financial inclusion and fintech proved to influence the effectiveness of monetary policy in Indonesia. However, the effect of shocks in financial inclusion on inflation is not permanent. However, shocks in fintech affect the volatility of inflation rate is permanent both through the substitution effect and the cost of capital effect.

Mackerel amplang cracker is a type of fish crackers with the basic ingredients of mackerel fish. The potential of mackerel fish production reaches 5000 tons/year. Moreover, it is supported by the Indonesian governments policies which currently make the marine sector a superior program, so that business licensing of marine and fishery products can be faster. Mackerel amplang cracker processing industry in Tambakasri village, Malang, Indonesia is still facing problems in its production process. This research was conducted in small and medium-sized enterprise (SMEs) Yuan Mina Kartika which produces various fish crackers. The constraints in the SMEs include: 1) the amount of production that has not been optimal, because of the inadequate production tools; 2) the process of refining fish that still uses traditional tools; 3) the process of kneading is done manually so that it takes a long time and produces uneven mackerel fish mixture. The purpose of this study is to develop and to test a cracker dough kneading machine to increase productivity and quality of cracker products. Dough kneading machine uses a kneading system that is driven using an electric motor and transmission. Engine capacity is designed for 100 kg/hour using 1.5 HP with 5 outputs of dough tube. The test results showed a significant increase in time efficiency in the kneading process as well as the quality of the cracker dough which was better than the manual method.

Travel destinations become an important factor to recognize an area and can be a source of foreign exchange. Sebatik Island is divided into two regions, namely Indonesia in the south and Malaysia in the north. Both of these places are less attractive because without the support of interesting facilities. Therefore it is necessary to develop a tourist area that is able to attract tourists but also be able to grow the regional economy. The purpose of this study is to determine the local potential and models of tourist areas that can be developed. The results of the study indicate that viable natural resources have the potential to support tourism areas such as cocoa, banana, durian and local fruits, while human resources are the development of arts from Flores and Bugis that can support traditional dances and souvenirs. The development of the tourism area is carried out in stake 7 which has a contour of an area of 2 hectares with a view of the city of Tawau, from one hilltop as the agro region of the valley as an ecological and adventure area and the other hill as a region of interest and games. The concept of ecology is developed through each fruit seed that is eaten will be planted by visitors in a poly bag that will be named after the visitors name to be planted on site if it has grown well and is free of plastic packaging.

Abstract
Junrejo Village, Batu City is one of the villages that has quite a large number of MSMEs. In addition, there are also groups of farmers who are active in the cultivation of oyster mushrooms. The yield of oyster mushrooms reaches 5 kg every day. The harvest is usually sold in raw form without processing into a product. This causes the benefits obtained by farmer groups to be quite small. Therefore, it is necessary to diversify processed products made from oyster mushrooms to produce high economic value products. Community service activities through a doctoral program devoted to inviting farmer group members to learn to process oyster mushrooms into mushroom chips, spring rolls and mushroom martabak. The members of the farmer womens group were given a provision by visiting UKM that processed oyster mushrooms into chips and processed frozen food to foster entrepreneurial spirit. The farmer womens group also received training in diversification of oyster mushroom processed products from the UBs Doctoral Serving team. Hopefully, through this training, can add new MSMEs that produce various kinds of oyster mushroom product.

The research was performed in July to August 2019 in Arjowilangun Village, Kalipare District, Malang Regency. The first-two stages of action research in this study, namely Diagnosis and Action Planning, were carried out to underpin the next stage of research activities. Twenty goat informants and sheep farmers were chosen by using purposive sampling technique and data were collected by FGD (Focus Group Discussion), interview and observation. In the diagnosis stage, main problems of the community lied in the goat and sheep production and waste management, particularly feed problem in the dry season. In the action planning stage, farmers were motivated to find their feed problem solutions based on village-s potential resources (forage, corn and sugar cane waste). It is necessary to do goat and sheep waste processing training (e.g. Bokashi) to solve other farmers- problems. It can be concluded that the empowerment program achieves most of its objectives. The community can point out their problems and potential, also manage their problems in the correct method

Abstract
Siwalan is palm type plants, which one of the prime agricultural commodities in Tuban Regency. Siwalan production has increased from year to year. Abundant production provides great potential for siwalan farmers and groups of siwalan processed enterprises into other processed products. Legen drinks and siwalan fruit are products that become typical souvenirs of Tuban and are favored by local tourists. However, problems related to product hygiene and low storage are a challenge for the siwalan palmers. So far, technological innovation has not touched on the processing of legen or siwalan fruit, so that the development of its marketing is very limited and it has not been able to broader the welfare of society. The purpose of this activity is to examine the relationship between aspects of attitude towards food security with aspects of business performance and the importance on strengthening GMP (Good Manufacturing Practice). The results of the activities show that there is no significant relationship between aspects of attitude towards food safety with aspects of business performance. This is consistent with the findings found that most of the craftsmen ignore the aspect of food safety especially in the legen beverage production process. Some producer also add food additives and carry out further processing to extend the shelflife of legen. This has an impact on the taste of legen and also in terms of food security. Therefore, socialization and training related to GMP is a key factor for improving business performance and achieving sustainable development.

Malang is a regency that has a high coffee production potential of 7,703 tons annually (BPS East Java, 2014). Of the several types of coffee-producing one of the famous is the District of Dampit. Dampit District since the Dutch era is known as a coffee producer. Now Dampit District is still known as the main coffee producer (East Java Time.Com, 2016). Activities to improve coffee quality consistently to produce premium coffee have been started by the Sridonoretno Association. At present the results of premium coffee production from the SRIDONORETNO Association are directly absorbed by the community of coffee shops and lovers in Malang (± 80 shops in Malang) and several shops outside the City of Malang. The strategy adopted by the Association in managing groups for the production of premium coffee is in a way; 1. Building a processing group in a group that has high enthusiasm 2. Making the group leader as the head of the yield processing unit (UPH) and quality controller. 3. Building Koprasi for managing venture capital and marketing.

Abstract
Ngancar Subdistrict is a production center for pineapple varieties Smooth Cayyene and Queen that supports the superior product of Mount Kelud tourism in Kediri Regency. SMEs "Murni Mandiri" is one of the producers of pineapple juice brand "Namako" with a production capacity of 50 liters per day. The monthly sales turnover is 3-4 million with a profit of around 25-30% so it is feasible to be developed. During this time, the production process uses manual equipment ranging from boiling, filtering, and packaging in the form of cups and bottles. The demand of product has reached 100 liters per day, even during the Lebaran season and holidays can reach up to 100 times. The problem point faced by SMEs “Murni Mandiri" is the low production capacity due to inadequate production equipment so that consumer demand cannot be maximally fulfilled. For this reason, it is necessary to transfer technological innovations that will improve efficiency and effectiveness in the production of pineapple juice in the form of Integrated Filter Machines and Cup Sealers with Appropriate Technology scale that meets LLM (Low Technology, Low Investment and Marketable) requirements so that they are easily adopted by SMEs. The advantage of this machines is that it can implement a continuous pineapple juice production system and directly evaluate the resulting quality which is integrated from cooking, filtering, controlling and packaging in one continuous flow so that the quality and quantity will be more effectively controlled.

Abstract
This study aimed to analyze the interaction between monetary and macroprudential policy through the function of the central banks objectives, namely The Plain Vanilla Taylor rule, Lean against the wind Taylor rule, Independent Macroprudential policy rule and Lean against the wind Taylor rule with Macroprudential policy. The value of parameter was obtained from Ordinary Least Square (OLS) estimation of the linear regression model and previous empirical study. Quadratic linear problems are solved using numerical optimizer csminwel of Chris Sims. The optimum coefficient calculation applied Dynare Optimal Simple Rule routine using the application of Dynare 4.4.3 and Matlab software. The result of study shows that independent macroprudential policy rule generating the most minimal value of loss function and the higher response of interest rate smoothing than Plain Vanilla Taylor rule and others model. This suggests that macroprudential instruments as a buffer in the optimal of monetary policy minimize the loss function of the central bank. In this case, the interest rate instrument is used to reach the stability of inflation and output. Furthermore, macroprudential policy is used to respond to credit growth. This is in line with Tinbergen principle.

Sukodadi is a village that has great potential of diversity, especially in religion and faith (Islam, Hinduism, Catholicism) which are embraced by its citizens, and even there are also local faiths that can coexist. The practice of tolerant life of Sukodani society can be used as a role model for the development of a harmonious life in Malang, but the great potential has not been realized by the village community. This condition is caused by several factors, including low human resources, especially related to potential tolerance, lack of encouragement from the government, and other public facilities. Based on those problems, Doktor Mengabdi Team efforts to empower and assist the community by two steps, namely: observation and focus group discussion by participatory action approach. The results show two things. Firstly, to realize an educational destination, the village youth (Karang Taruna) can make tolerance tourism packages to promote tolerance villages both conventionally and digitally. The realization is that the Doktor Mengabdi team collaborates with academics and practitioners to train them regularly and equip them with knowledge of tolerance, homestay management and tourism amenities, planning tourism promotions and tour packages, so that can benefit local residents. Secondly, the PKK members will be trained to make batik by collaboration with Celaket Written Batik (BTC) and Soendari batik gallery. This program can becomes a socio-cultural laboratory in tolerance learning from local wisdom with a more specific theme, namely the Development of Economic and Educational Tourism Areas.

Abstract
Standard theory of inflation is based on supply side and demand side theories. Both sides are about economic variables works which are simultaneously create the level of inflation in a region or district. All economies realize that all economic variables work not in an abstract space but in a real space in a physical space. Unfortunately very view studies and theories have been developed in the spatial impact. An important question is why the same monetary policy has different impact on different regions even though they have relatively same basic economic condition? This study aims at finding the question of how economic spatial have a significant role in inflation among districts in the province of East Java. By applying Spatial regression and Moran I to investigate if here is a spatial dependency among districts and also spatial interaction among them, it will identified if inflation rate among districts is also affected by spatial dimension. This study found that spatial dimension has a significant role in price stability in the region, but to choose the right spatial weight for the regression is crucial. Based on the result, the change in infrastructure has impact on transport cost and eventually on inflation rate. Policy maker have to analysis and decide properly which part of road or other spatial related facilities to be developed in order to have maximum impact to control inflation in the region.

Empowerment plays an important role in increasing the ability and independence of the community. Sumberwangi Village is located in the forest area of UB Forest, which is an area of research and development center for education. The existence of UB Forest area has disturbed the economy of Sumberwangi community because it cannot optimize the potential of its resources. Batik is used as an alternative to strengthen the economy of the Sumberwangi community. Batik making training will be held in 2018. This training still has various obstacles and problems. This paper aims to find out how to strengthen the batik production system, foster motivation, and public awareness to improve the quality of batik production so as to improve the economy and support the ATP program (Agro Techno Park) in the UB Forest area. This paper shows that by making "Griya Batik" as a place of batik production, facilitating the Sumberwangi community to manage their batik production. Utilization of natural resources in the Sumberwangi region is done by optimizing the manufacture of natural dyes for batik coloring. Natural coloring agents used are derived from mahogany trees, arbey plants and yakon flowers. Besides the use of natural dyes, another important factor is the strengthening in the batik design sector. The unique and distinctive design Sumberwangi can attract market interest. Strengthening in the natural dye and batik design sectors is expected to increase competitiveness and attract market interest.

Donowarih village, located in Karangploso Regency, has several potential of local commodities include orange, coffee fruit, sugar cane, cow milk, and tuber plants. Many of these commodities are still freshly and directly sold to middleman. Introducing post-harvesting technology to the community can help them to increase the economic values of the local commodities. The aimof this community development program was to transfer the technology and assist Donowarih Village to be one of the agro techno park (ATP) model in East Java. Several stages are required for the village to be idependetly feasible and viable as ATP. In this first and initial stage, the training and technology introduction to process orange, coffee, sugar cane, tuber plants and cow milk are required. Several activities, up to date, have been carried out include processing orange fruit into orange juice, orange syrup, jelly and orange candy. Meanwhile, for the coffee fruit, introducing coffee pulper to enhance drying process and increase the economic value of coffee bean has been done. In this case, coffee farmers are positively encouraged to process the coffee fruit themselves rather than freshly sold at a low price to middleman. Identification of potential tourism destination was carried out to support the creation of ATP Donowarih. Further stages are still needed to assist the development of ATP.

Abstract
Kidal Village, located in Malang Regency, is famous for chicken egg products. Around 106 traditional chicken poultries have been operated in the village, with hens chicken population of 1,463,720 chickens. This activity has created problems of untreated chicken manure which estimated production of 85.8 tonnes per day. Currently the chicken manure is leave untreated on the bottom of the chicken cage and cleaned once a year during the new seeding time. Such practice has resulted odour problems especially to those area nearby the chicken poultry. In this community engagement program, an easy and feasible technology was introduced, called as composting technology with the use of effective microorganism to quickly breakdown organic materials in the manure and to remove the odour. Training was provided for hens chicken farmer including on-site demonstration plot was carried out. Prior the training, focus group discussion was held to investigate the chicken farmer actual problems and expectation. The results indicated that the training has given a new sight of all the target participant in treating the chicken manure. Yet, some problems were raised such as the chicken feed which may have contributed to the strong odour, location of the chicken poultry and farmers behavior. Introducing composting technology have opened up the village government mindset that actually from chicken manure, some economic benefits can be obtained. With the concept of zero waste, good sanitation and green chicken poultry may contribute to improve the economic activity, as well as the environmental health condition in the village.

The eggs incubator technology (maticgator) was developed to increase the success of hatching turtle eggs in several turtle conservation areas in East Java. Various obstacles in hatching turtle eggs naturally exist include eggs eaten by wild animals (natural predators), theft of human, unstable temperature and soil humidity. The next problem is the number of eggs that hatch into hatchlings, the ratio of males and females are more females, it caused by the earths temperature is getting higher, whereas in nature each turtle female requires more males for fertilization. The development of a turtle eggs incubator (maticgator) technology up to the stage can manipulate the number of male or female hatcheries, by adjusting automatically the temperature and humidity. Experiments in the Taman Kili-Kili Trenggalek show that turtle eggs hatching results reach 80%, more than natural hatching eggs (50%). Automatic adjustment on the maticgator results in a hatching ratio of females: males are 1: 6, or 7 females and 33 males with the total 40 eggs.

Abstract
Rural community development is a series of approaches and important activities in developing countries. Wonorejo Trisulo Village Kediri Regency is one of the villages producing pineapple and soursop that contributes to the Gross Regional Domestic Product (GRDP) of the Kediri Regency. Local community development such as women-s self-help group must be able to develop the local commodities and sustain the results. To achieve sustainability among rural communities, an efficient marketing system is a key driver of achieving it. However, at this time the success rate of rural community development projects is limited to the initiation of processing technology. Furthermore, to achieve the conditions of sustainable community development, many communities can not further maintain as well as develop their sustainable development because of the low level of empowerment. The purpose of this paper is to examine marketing-s role in tapping potential in rural areas and suggest how to develop the product-s selling power thus creating a situation that benefits both the producers. This paper attemped to develop a conceptual framework how to reach sustainable development in a community which was strengthened through mentoring a marketing system to achieve empowerment. The framework is constructed through literature surveys and then combined with case samples to produce comprehensive results. This paper concludes that empowering rural communities is the next shape for sustaining their sustainable development.
